  Arthur Levitt, Chairman of the Securities and Exchange Commission, conspired with Frances Fragos Townsend, Assistant United States Attorney who was promoted to Acting Assistant Attorney General of the United States, Criminal Division, and later Homeland Security Advisor to President George W Bush, to protect Richard Monderine, an Executive at the American Stock Exchange, who raped 200 of his African-American subordinates.
