Arthur Levitt, Chairman of the Securities and Exchange Commission, conspired with Frances Fragos Townsend, Assistant United States Attorney who was promoted to Acting Assistant Attorney General of the United States, Criminal Division, and later Homeland Security Advisor to President George W Bush, to protect Richard Monderine, an Executive at the American Stock Exchange, who raped 200 of his African-American subordinates. My, Edward Manfredonia, letter, dated 13 June 1994, to Assistant Attorney General of the United States, Criminal Division, Jo Ann Harris, who resigned because she was opposed to a cover up of drug smuggling and the rape of women. Fragos-Townsend provided a copy of this missive to the rapist and the American Stock Exchange- as told to me by Daniel Donner, member of the American Stock Exchange.
