Paul Volcker, Chairman of the Federal Reserve System, was a member of the Board of the American Stock Exchange. As a member of the Amex Board Volcker allowed Richard Monderine, an Amex Executive, to rape his African-American subordinates. This article, "Corruption Culture And Wall Street Meltdown," exposes violation of federal securities laws, which Volcker covered up. To Volcker, as to many other Amex Board members, including Richard Ravitch, Lieutenant Governor, African-Americans are not quite human and, therefore, the rape of African-American women and the smuggling of drugs by members of the Board of the American Stock Exchange were permissible.
