Edward Manfredonia's letter to Assistant Attorney General of the United States, Criminal Division, Jo Ann Harris. This letter was forwarded by Frances Fragos Townsend, then Deputy to Assistant Attorney General Jo Ann Harris, to the American Stock Exchange and Arthur Levitt.
