Arthur Levitt, Chairman of the American Stock Exchange and former Chairman of the American Stock Exchange, and Fran (Fragos) Townsend, (AUSA Frances Fragos), Chief of Staff to Assistant Attorney General of the United States, Criminal Division, Jo Ann Harris, and later promoted to Acting Assistant Attorney General of the United States, Charge Criminal Division, conspired to cover up the rape of African-American women by Richard Monderine, an American Stock Exchange Executive. Fran Townsend as Chief of Staff to Assistant Attorney General Jo Ann Harris, provided a copy of my (Edward Manfredonia) letter, dated 13 June 1994, to Assistant Attorney General Jo Ann Harris, to the American Stock Exchange.
