During a 20 year period, Arthur Levitt, Chairman of the Securities and Exchange Commission and former Chairman of the American Stock Exchange, and Robert Morgenthau, New York County District Attorney, allowed Richard Monderine, an Executive at the American Stock Exchange, to rape more than 200 of his African-American subordinates.
